Hindu Janajagruti Samiti HJS opposes ₹50 lakh madrasa grant; demands conversion to regular schools

Mumbai – Hindu Janajagruti Samiti (HJS) has strongly opposed the decision of the Maharashtra Government to grant ₹50 lakh to 308 madrasas in the state under the ‘Dr Zakir Husain Madrasa Modernisation Scheme’.

In a memorandum submitted to the Chief Minister’s office on April 16, 2026, the Samiti demanded an immediate halt to the grants and called for the transition of all madrasas into regular secular schools.

Providing government funds only to institutions of a particular religion, while neglecting Hindu Ved Pathshalas and Warkari Shikshan Sansthas, amounts to a violation of Articles 14 and 15 of the Constitution. This leads to misuse of taxpayers’ money. Using public funds for institutions of a specific religion is unjust to taxpayers, the memorandum states. 

The Samiti urged Maharashtra to follow the precedent set by Assam, where government-aided madrasas were converted into secondary schools, and Uttar Pradesh, which conducted state-wide audits to address financial irregularities and enrollment discrepancies.

Key demands

  • What exactly is being taught in madrasas, and whether it supports national integration, should be regularly reviewed by the Education Department and intelligence agencies.
  • The State Government should also pursue the removal of provisions such as Section 30B of the ‘NCMEI’ Act by taking up the matter with the Central Government.
  • If madrasas require funds for modern education, they should utilise income generated from thousands of acres of land under the Waqf Board or funds collected through zakat.

Hindu Janajagruti Samiti has warned that if the government does not take these demands seriously and fails to withdraw this discriminatory decision against Hindu society, a strong statewide agitation will be launched.
