The Missing Context Layer: Why Tool Access Alone Won’t Make AI Agents Useful in Engineering

The cloud native ecosystem is betting big on AI agents as the next productivity multiplier for engineering teams. From automated code review to incident triage, agents promise to offload toil and accelerate delivery. But as organizations move past proof-of-concept demos and into production rollouts, a pattern is emerging: giving an agent access to tools is not the same as giving it the ability to use them well.

The gap is not about capability. Modern agents can call APIs, query databases, parse logs, and draft pull requests. The gap is about context, or the organizational knowledge that tells an agent which API to call, whose approval is needed, what service is most critical at 2 a.m., and why a deployment to a specific cluster requires a different process than one to the staging environment.

The Tool Overload Problem

Protocols like the Model Context Protocol (MCP) make it straightforward to connect agents to external systems, such as source control, CI/CD pipelines, cloud providers, observability platforms. The instinct is to wire up as many integrations as possible. The reason being that more tools means more capability. In practice, this creates two problems:

  1. First, there are token budget considerations. An agent loaded with ten or more tool definitions can consume upwards of 150,000 tokens just describing its available actions. This is before it processes a single user request. That overhead degrades response quality because the model spends its reasoning capacity navigating tool definitions instead of solving the actual problem. It also increases latency as larger context windows take longer to process, and drives up cost with every additional call.
  2. Second, tools without context can hallucinate, producing unreliable answers. Ask an agent “Who owns this service?” and without a structured ownership model, it will guess. Sometimes correctly, but often not. Ask it to route an incident and it has no notion of on-call schedules, escalation paths, or service criticality tiers.

What Agents Need to Be Effective

Consider what a new engineer learns in their first ninety days: who owns what, how services relate to each other, which deployments are sensitive, where to find the runbooks, and how the organization’s vocabulary maps to its technical reality. This onboarding knowledge is exactly what an AI agent needs—but structured for machine consumption rather than conveyed through hallway conversations and tribal knowledge.

The industry is converging on the idea of a context layer, which is sometimes called a context lake or graph. This layer sits between raw tool access and intelligent agent behavior. It aggregates and normalizes organizational metadata—service ownership, dependency graphs, deployment environments, business criticality scores, team structures, and SLA requirements—into a structured, queryable representation of everything in your software ecosystem. Think of it as a source of truth that an agent can query with certainty, so it can look up exact, factual answers rather than piecing together organizational context from scattered data and hoping it gets things right.

From Guessing to Knowing

The difference between an agent that guesses and one that knows is the difference between a demo and a production system. With a context layer in place, an agent asked to review a pull request can deterministically identify the service owner, check whether the modified service has downstream dependencies, and flag if a dependency is in a critical deployment window. It can then route the review to the right team automatically. None of this requires guesswork, because the answers come from a structured knowledge base rather than a language model’s best guess.

The same principle applies to incident response. An agent with context can look up which team is on call for the affected service. It can understand the blast radius based on the dependency graph. It can retrieve the relevant runbook, and draft a status update that uses the organization’s own terminology—not generic boilerplate. Each of these steps is deterministic, auditable, and grounded in real organizational data.

Building the Context Layer for Cloud Native

For cloud native teams, the good news is that much of this context already exists. It’s just scattered. Service catalogs, Kubernetes labels, CI/CD configurations, OpsGenie or PagerDuty schedules, Jira project metadata, and cloud resource tags all contain fragments of organizational knowledge. The challenge is unifying these fragments into a coherent, queryable model that agents can consume.

Several approaches are gaining traction. Internal developer portals have evolved from static documentation sites into dynamic metadata platforms that can serve as context sources. Open standards and open-source projects in the CNCF ecosystem are making it easier to define and share service metadata in portable formats. And the emergence of MCP as a protocol for agent-tool communication creates a natural integration point where context can be injected alongside tool definitions.

Looking Ahead

The organizations seeing the most success with AI agents in engineering are not necessarily the ones with the most sophisticated models or the most tool integrations. They are the ones that have invested in organizing their own knowledge, like cataloging services, defining ownership, mapping dependencies, and encoding business rules. This enables agents to act on facts rather than assumptions.

As the cloud native community continues to explore agentic workflows, the conversation is shifting from “What can agents do?” to “What do agents need to know?” The answer, increasingly, is everything a senior engineer carries in their head—made explicit, structured, and accessible. That is the context layer, and it may be the most important infrastructure investment for the agentic era.
